The COMAH/Safety Case approach is a systematic procedure for the identification, evaluation and documentation of Major Accident Hazards (MAH) and the risk levels of new projects, existing facilities and operations.
It is a facility or operation-specific demonstration of the HSE Management System in action, documenting that risks have been, or will be, reduced to 'acceptable' or 'as low as reasonably practicable' (ALARP).
The two categories of COMAH application include;
The simplest concerns apply to lower-tier operators. These businesses should consider the possibility for a major accident originating from their work activities and define their approach to controlling the risks in a major accident prevention policy (MAPP).
Additional COMAH requirements apply to upper-tier COMAH sites. Especially, the addition of a safety report which should be submitted to the Competent Authority (CA) to indicate that all measures have been taken to avoid and reduce major accident hazards.
COMAH Safety Cases are mandatory on upper-tier sites that surpass a defined level of hazardous chemicals. Safety cases are carried out to demonstrate that a particular facility is designed, constructed, commissioned, operated and maintained in such a way that risks to personnel/environment are mitigated to an acceptable level.
