Preparing a Safety Case / COMAH Study Report for an EPC phase project is one of the most critical process safety deliverables in high-hazard industries. For onshore COMAH establishments and offshore installations under UK HSE jurisdiction, the Safety Case is not only a legal obligation under COMAH Regulations 2015 and SCR 2015, but it is the primary document through which operators demonstrate that Major Accident Hazards (MAHs) have been identified, assessed, and reduced to As Low As Reasonably Practicable (ALARP).
At the EPC phase, Safety Case preparation demands close integration with ongoing hazard studies, engineering design outputs, and the emerging Safety Management System. Major Accident Hazard registers must be established from HAZID and HAZOP outputs. Safety Critical Elements (SCEs) must be identified and assigned Performance Standards to avoid any potential gaps.
This webinar sets forth a practical overview of Safety Case/COMAH Study Report preparation for EPC-phase projects, with case studies from real projects. Standards referenced include COMAH 2015 (SI 2015/483), SCR 2015 (SI 2015/398), HSE-AIPS-CP04, IEC 61511, Energy Institute SCE Guidelines (3rd Edition), API RP 750, and ISO 31000.
