HSEIA Services For Refinery Off Gases (ROG) Recovery Project During Feed Phase
Scope
The main objective of this project was to install suitable technology to recover Hydrogen, Ethane rich gas and sales Grade C3 & C4 from the refinery off gases of the various units in Ruwais Refinery, located in the city of Al Dhannah, in Abu Dhabi’s western region.
The ROG Recovery unit consists of several sections as Olefin saturation, compression, H2S removal, H2 recovery, contaminant removal, cryogenic separation of Ethane rich gas, refrigeration package, fractionation columns and all related facilities. Ruwais Refinery is divided into following sites/areas:
- Ruwais Refinery-I (RR-I) (formerly known as Ruwais Refinery West)
- Ruwais Refinery-II (RR-II) (Carbon Black & Delayed Coker Plant)
- Ruwais Refinery-III (RR-III) (formerly known as Ruwais Refinery East)
Process
A comprehensive approach was implemented to ensure that the risk assessments, hazard identification, critical components, safety management, and environmental impact evaluations, were thoroughly addressed throughout the project scope.
Outcome
Velosi successfully provided consultancy services for the Health, Safety & Environmental Impact Assessment (HSEIA) for the Refinery Off Gases Recovery Project during the FEED phase. The scope included a variety of critical studies which helped identify key risks and provided comprehensive risk assessments to ensure the safety of the project.
The Environmental Impact Assessment (EIA) addressed key potential impacts, including air quality, marine water, waste management, noise, and socio-economics, with mitigation measures in place to manage and reduce risks. The project’s environmental impact is expected to be minimal, supported by best practices. The social impact assessment concluded that the project’s social risk exposure level is low, with no community settlements at risk. The proposed mitigation measures will effectively manage potential impacts, as detailed in the Combined Social Impact Screening Report & Plan.
A review of ADNOC’s HSEMS confirmed that it adequately addresses medium and low hazards identified in the HAZID, ENVID, and OHID workshops, provided it is properly implemented and monitored. This comprehensive approach ensures compliance with ADNOC’s safety and environmental standards for the project.
The project also resulted in the identification of several recommendations to enhance the safety systems. All findings and proposed measures were thoroughly documented, providing a comprehensive framework to strengthen safety and operational efficiency throughout the project lifecycle.
