Scope
The main objective of this project was to conduct HSEIA studies for the Natural Gas Distribution Network being implemented by ADNOC City Gas in the Emirate of Abu Dhabi during the EPC Stage. This project encompasses the New Areas Scope of Works (VO-2) with reference to the construction of 4 bar natural gas distribution pipeline network in Abu Dhabi, which include:
- Abu Dhabi Mall Area
- Al Mariyah Island
- Khalifa City Area (Al Forsan Mall)
- Fisherman’s Wharf
- Musaffah Commercial (Delma Mall) & Al Shabiya Area
Process
A Comprehensive approach is set forth to ensure all HSE hazards and impacts have been identified, risk assessed and control measures implemented, to ensure that the risk is managed at ALARP.
Outcome
Velosi successfully conducted the HSEIA studies for the Gas Distribution Network of Abu Dhabi Gas Distribution Company during the EPC phase.
The EIA findings identified typical construction impacts such as dust, emissions, noise, and waste, which can be managed through best practices and a Construction Environmental Management Plan (CEMP). Operational impacts, including vehicular emissions and waste generation, were also considered low and manageable with a waste management plan. The mitigation measures outlined in the EIA will further minimize risks.
The COMAH assessment confirmed that all hazards were identified and assessed against ADNOC’s Risk Tolerability Criteria. MAHs were analyzed via Bow-Tie and Process Safety expertise, with QRA studies confirming risks remain within acceptable limits. A SIMOPS matrix was developed to ensure safe construction operations with appropriate controls.
The project also led to the formulation of numerous recommendations that addressed identified shortcomings and proposed enhancements to improve risk management and operational safety. Overall, the HSEIA studies provide a comprehensive framework for managing environmental and safety risks, ensuring the project meets ADNOC’s safety and environmental standards while supporting efficient and sustainable operation.
